Rivershear has a history plagued with crime and illegal activities. Several criminal groups have controlled various areas of Rivershear in the past, but currently, many poverty areas of Riveshear are under the control of the Brotherhood Bandits. They started as petty thieves stealing valuables from unsuspecting victims, or selling drugs, but eventually started overthrowing the city establishment until they gained total and unrefuted control of the city.
Knowing the value of the spirit weapons and the potential money that could be made from them, they would threaten archaeologists in the area for information about ancient ruin sites that contained a large sum of spirit weapons. From there they became even more dangerous (because they equipped) themselves with the addition of powerful spirit weapons. The city “did” have control over this site, but were quickly overrun by the criminal group. They then used the spirit weapons they found in this site to strengthen their group which made it even more difficult for Rivershear authorities to take back control. The weapons they found they sold to the highest bidder or to the black market. Ever since they took control they have committed more high threat crimes in Rivershear. Without powerful outside help, Rivershear cannot retake the ruin site. Because of all the crime, Rivershear has a very small police force.
